Mission Statement:

The mission of Dakota Plains Legal Services is to promote equal access to justice and improve the lives of our low income clients through quality legal assistance.  We provide legal representation, advocacy, conflict resolution, and community education options to meet the legal needs of our Native American and non-Native clients and our community.  This includes Indian law, family law, health law, housing law, and income maintenance law.  All DPLS offices are located on or near tribal nations in South Dakota and North Dakota, and DPLS has an especially proud history of effective advocacy addressing the unique needs of our Native American clients.​

DPLS is a non-profit, private corporation providing legal services to eligible low-income clients on nine Indian reservations and thirty-four counties in North and South Dakota. DPLS receives funds from the Legal Services Corporation (LSC) and, for purpose of LSC, is classified as a Native American Program. DPLS also receives a Basic Field Grant each year.

Description of Services: The purpose of the Indian Child Welfare Act (ICWA) is "...to protect the best interest of Indian Children and to promote the stability and security of Indian tribes and families by the establishment of minimum Federal standards for the removal of Indian children and placement of such children in homes which will reflect the unique values of Indian culture... "(25 U.S. C. 1902). ICWA provides guidance to States regarding the handling of child abuse and neglect and adoption cases involving Native children and sets minimum standards for the handling of these cases.

Mission Statement

The Judicial power of the Rosebud Sioux Tribe is vested in the Rosebud Sioux Tribal Court System which shall provide quality, effective, and efficient Judicial services to the tribal members and non-memebers within the jurisdiction of the Rosebud Sioux Tribe in accordance with the Rosebud Sioux Tribal Law: such Judicial authority and jurisdiction of the Rosebud Sioux Tribal Court shall extended to all cases arising under the Constitution, Ordinances, Regulations, Customs and traditions of the Rosebud Sioux Tribe and shall be exercised to the fullest extent of the Rosebud Sioux Tribe's inherent powers as a sovereign nation.

MISSION STATEMENT "Wanbli Wiconi Tipi" offers structured care for tribal youth law violators and their families with special emphasis on the youth of Rosebud Sioux Tribe (RST). This will be done through a safe and healthy environment for the youth and staff. Adjudicated youth will receive contemporary schooling and services as well as tribal disciplinary practices addressing all aspects of the Lakota culture to restore cultural, societal, kinship values and healthy families.
