Article VII – Adoption of Constitution and By-Laws This Constitution and By-Laws, when ratified by a majority of the qualified voters of the Rosebud Sioux Tribe voting at a special election called for the purpose by the Secretary of Interior, provided that at least thirty percent (30%) of those entitled to vote shall vote in such elections, shall be submitted to the Secretary of the Interior, and, if approved, shall be effective from date of approval.
